Sorry for the confusion. Joe is correct, Level 2 was a requirement to receive funds. This was intended to help ensure that the BANK would remain on the Collab.Land smart contract for tipping and not be taken out and sold for instant profits.

This proposal has been implemented by the grants committee and funds dispersed. Anyone who had attained Level 2 by August 24 (time of poll closure) and did not receive their BANK should contact @AboveAverageJoe to rectify that.
